Here in Atlanta, my filings are down for two reasons - the process is much more complicated and requires a lot more documentation, and because the process is more complicated it is also more expensive.  If the purpose of the new law is to drive down the filing numbers by making the cost (both in terms of time and money) prohibitive, it has succeeded.</description>
